A meeting of Wickenby Parish Council took place on Tuesday 7th December 2021 in St Peter and St Lawrence Church.

 

Present: Cllrs J Hairsine (Chair), M.J. Gill-Stafford, Mrs J Grant, Mrs T Keat,  Mrs S Wheeldon, D Chilton and A Clack

 

Clerk: Mrs L Richardson

 

Also present: 1 member of the public attended the meeting for an update on the work taking place in the picnic area and to see what actions would be taken in the future.

 

21/12/01 To receive apologies and reasons for absence from any Councillors 

No apologies received

 

21/12/02 To receive and decide upon applications for co-option onto the Parish Council

Proposed Cllr Mrs Keat, seconded Cllr Gill-Stafford and agreed by all to co-opt Dave Chilton and Adrian Clack onto the Council.

The Clerk will circulate a copy of the standing orders to all Councillors.

 

21/12/03 To receive any declaration of interest applicable to agenda items in accordance with the 2000 LG Act

Cllr Mrs Keat declared an interest in agenda items 8a and 8b

Cllr Gill-Stafford declared an interest in agenda item 8b

 

21/12/04 To approve notes of the Full Council Meeting held on 4th October 2021 and authorise the Chairman to sign them as official minutes of the meeting

Proposed Cllr Mrs Keat, seconded Cllr Mrs Grant and agreed by all to sign the notes of the last meeting as a true record of events.

 

21/12/05 To receive, discuss and action any reports from outside meetings and outside bodies

Lincs Air Ambulance – A letter of thanks has been received for the £500 donation from the summer fete.  A copy will be published on the Facebook page and Website.

 

21/12/06 Financial Issues

a) To receive and approve bank reconciliation

Proposed Cllr Mrs Grant, seconded Cllr Mrs Keat and agreed by all to approve the bank reconciliation.

b) To approve the 2022-23 budget

Proposed Cllr Gill-Stafford, seconded Cllr Mrs Wheeldon and agreed by all to approve the 2022-23 budget as circulated prior to the meeting.

c) To complete and sign the 2022-23 precept demand form

Proposed Cllr Gill-Stafford, seconded Cllr Chilton and agreed by all to request a precept for 2022-23 of £4003 – The request form was signed by the Chair, two Councillors and the  RFO to be submitted to West Lindsey District Council.

d) To discuss and take any necessary action regarding the Councils bank account

Proposed Cllr Gill-Stafford, seconded Cllr Chilton and agreed by all to approach HSBC and to see if they have accounts suitable for a Parish Council with no fees.

e) To approve payments of accounts

21/12/07 Administration

a) To discuss and take any necessary action regarding the Parish Council website page

No further updates are required

b) To discuss and take any necessary action regarding the annual Christmas event

The annual Christmas event will take place at 5.30pm on 24th December 2021 – This is being advertised on Facebook and Website.  A collection may take place for a local charity.

c) To discuss and take any necessary action regarding future Parish events

The following events are being organised:-

End of February – another quiz night

Easter – an egg hunt

d) To discuss and take any necessary action regarding the review of Council policies and procedures

A list will be circulated to Councillors to decide what policies and procedures they feel are needed.  Once policies are adopted, they will be added to the website.

 

21/12/08 Parish Maintenance

a) To receive an update and discuss any necessary maintenance work required to the village/picnic area

Cllr Chilton reported that the following work has taken place in the picnic area:-

- Dykes have been cleared

- Hedges have been cleared

- Ground has been cleared

- The next step is to look at a new metal fence - a quote has been received for this.  A further quote will be obtained as well as a quote for a wooden fence for price comparison.

- Planting will start again in Spring, including a wildflower area, walkways, and bulbs.

b) To receive an update regarding replacing the memorial bench opposite the church

An order has been placed for a replacement wooden bench – it is hoped that delivery will be middle of January.

c) To discuss and take any necessary action regarding maintenance due to the bus shelter area

Cllr Gill-Stafford reported that the downpipe needs repairing – he is happy to arrange the necessary maintenance required.

d) To receive an update regarding the tree planting project

The Parish Councils application to the Green Canopy scheme will be decided in March 2022.

Cllr Gill-Stafford is looking into another supplier for some sapling trees in the interim.

A working party will be put in place ready for the planting before the end of March 2022.

e) To discuss and take any necessary action regarding dog fouling in the village

A discussion will take place after Christmas regarding further dog waste bins in the village.

 

21/12/09 Planning/Consultations

a) To discuss any planning applications received:

143807 – Rase Distribution Ltd - Hazardous substances consent application for the change in control of part of the land for continuation of a hazardous substance consent – Application withdrawn.

21/12/10 To receive any reports from Councillors

None received

 

21/12/11 To agree date of the next Council  meeting 

1st March 2022 at 7.30pm

 

21/12/12 To agree to close the meeting to public and press

Proposed Cllr Gill-Stafford, seconded Cllr Mrs Grant and agreed by all to close the meeting to press and public to discuss staffing matters.

 

21/12/13 To discuss and take any necessary action regarding the employment of a Clerk and Responsible Financial Officer.

Proposed Cllrs Mrs Keat, seconded Cllr Mrs Grant and agreed by all to advertise the Clerk an RFO vacancy with a closing date of 14th January 2022.  An advert was circulated prior to the meeting and agreed by all Councillors.
