A meeting of Wickenby Parish Council was held on  Thursday 28th January 2021. 

 

Due to current covid-19 restrictions anda change in Local Government legislation in place this meeting was held remotely via zoom.

 

Present:               Cllr J Hairsine (Chair), MJ Gill-Stafford, Mrs J Grant, and Mrs S Wheeldon.

21/01/01              To receive apologies and reasons for absence of any Councillors

                          Proposed Cllr Gill-Stafford, seconded Cllr Mrs Wheeldon and agreed by all to accept apologies and reasons for absence from Cllr Mrs Keat.

 

21/01/02              To receive any declaration of interest applicable to agenda items in accordance with the 2000 LG Act

                          None made

 

21/01/03              To approve notes of the Council meeting held on 2nd July 2020

                           Following some minor vocabulary adjustments – Proposed Cllr Gill-Stafford, seconded Cllr Mrs Wheeldon and agreed by all to sign the notes of the last meeting as a true record of                        events.

 

21/01/04              To receive any applications for co-option onto the Parish Council

                          Proposed Cllr Hairsine, seconded Cllr Gill-Stafford and agreed by all to co-opt Mrs Julie Grant and Mrs Tracy Keat onto the Parish Council.  Both have signed of acceptance in               anticipation to this meeting

 

21/01/05         To receive, discuss and action any reports from outside meetings and outside bodies

21/01/06         Financial Issues

                                a) To receive and approve bank reconciliation

                                Proposed Cllr Gill-Stafford, seconded Cllr Hairsine and agreed by all to accept the                               current bank reconciliation.

                                b) To agree the 2021-22 budget

                                Proposed Cllr Mrs Wheeldon, seconded Cllr Gill-Stafford and agreed by all to accept                         the 2021/22 budget.

                                c) To agree the 2021-22 annual precept demand and complete the relevant form for                        submission to West Lindsey District Council

                                Proposed Cllr Gill-Stafford, seconded Cllr Mrs Wheeldon and agreed by all to request                       a 2021/22 precept amount of £4003.

                                Cllr Gill-Stafford proposed that postage and telephone calls are logged separately                              when being claimed as an expense.  There was no seconder to this proposal and                             therefore it was not carried.

 

21/01/07              Administration

                                a) To receive an update regarding the new Parish Council website and village                                       Facebook Page

                                The new website has been worked on by the Clerk and includes all necessary                                       information as needed by legislation.  Further information is to be put on there over                        the next couple of months as required by the Clerk.

                                Cllr Mrs Grant has set up a village Facebook page – the Parish Council may add                                    information to this, but it is not a Parish Council run page.

                                b) To discuss and take any necessary action regarding holding further meetings                                   during the Covid-19 pandemic

                                Proposed Cllr Gill-Stafford, seconded Cllr Mrs Grant and agreed by all to purchase a                          zoom subscription to ensure all future meetings can be held in an appropriate                                                 format, until Covid-19 restrictions are lifted.

 

21/01/08              Parish Maintenance

                                a) To discuss any necessary maintenance work required to the village/picnic area

21/01/09              Planning/Consultations

                                a) To discuss any planning applications received

                                The planning application on Greenfields has now been granted.  Councillors were                              disappointed that their local knowledge of flooding in the area was not mentioned in                       the granted documentation.  Proposed Cllr Mrs Wheeldon, seconded Cllr Gill-                                              Stafford that we write to West Lindsey District Council to express the Councils                                       disappointment.

 

21/01/10              To receive any reports from Councillors

                                - The addition of a Christmas tree and lights in the village was received very well by                           residents.  It is hoped that this will become an annual event.

                                - An email of complaint was sent to BT regarding wires in a ditch within the village.                            Cllr Hairsine is to draft a letter to BT to get the matter resolved.

                                - 2 reports were made of stagnant waste in Station Road/Westlaby Lane.  The                                      owner here has dug out a ditch, which has meant that the area near to the bridge is                         now blocked.

                                - 2 Streetlights in the village are not working – Cllr Gill-Stafford has reported both                              of these to the necessary department.
